is this right? or wrong? because it doesn't work

i change it and restart my ragnarok offline server and relog in and when i try my cast time its still the same

do you have other suggestion?

My problem is i cant see any proper Post that supposed to give me the exact steps or script because the script in my folder is different from normal script i guess.

I already Set my
