If it helps, here's what I did to successfully clone the repo:
Opened up Github for Desktop GUI On the https://github.com/rathena/rathena page, I clicked the green "Clone or Download" button, then pressed the "Open in Desktop" button The main drawback to this method is that it required me to use the Github for Desktop app.
