You can verify this by opening up the Thor patches in GRF Editor. If they don't show up with their proper names then the patch is indeed invalid. While making the patch, if the files have Korean characters you have to select "Unicode". Otherwise you need to select "Ascii". Example : If that doesn't help, you could always make your patches directly with GRF Editor and see if you get different results (invalid encodings are automatically fixed). (File > Save as... > .thor; "Container options" > Patching mode > Merge into GRF > Target GRF : "server.grf" or leave empty). Hope this helps!
