This is a bug for rAthena's download section I believe. Ermm... Try to report directly pm to Administrator rAthena... Hahhahaha.. I thought that this prob was outside from rAthena... It'll also break if you've got your Client details entered into your profile and if they don't match the data that you're inputting on IP.Nexus. Aside from that, it's a temperamental system and nothing i can do to help, sorry :/ I am not the only one having the problem that my adress is not accepted. Also i don't even have my street and postal code in my profile. Can't you just disable the billing information in the acp? I don't think rA use this anyways.
