why this gym pass npc only +1 weight

I think your screen shot is wrong, i mean you showed us the CURRENT WEIGHT (1059) of your character and not the MAXIMUM WEIGHT LIMIT (2550).

 

i.e.

Weight: current weight / Max weight limit

 

As far as I know, this script is working, check your misc tab in Skill Menu (Alt+ S) and check if there is a Enlarge Weight Limit R skill in there..

For every level of that skill, it will give you 200 Max weight limit up to level 10..
