Paid services are only to be approved by the administrators of this board (even Global mods aren't authorized to approve these topics). Opening a German Paid services forum gives intl mods the power to approve paid services without any regulation from the administrators. If you want to focus the german community, you can make a topic in English with an extra German version of the same text. Thus, administrative regulation is still present.
