Restrict multiple accounts last_mac and last_ip

I just wanna ask if its possible to restrict the same player of creating multiple accounts, Max of 5 accounts will do. I have harmony.

But I dont know how to do that.

 

Please help me. One of my players is creating alot of accounts to cheat votepoints. So Im thinking of restricting accounts creation to 5 accounts only.

Why not restrict the voting to only once per IP or something like that?

Or if you still wanted to restrict account creation, it'd be far easier to do it via a Control Panel than modifying the actual source code.
