How to make a client..?

Can someone please just put the instructions below? I can't figure it out after days of trying. This includes how to make the grf, data files, etc. Seriously pissed at myself for continually having to ask you all for help, I know it's annoying.

Any help is seriously appreciated, and I truly mean it.
