Skill casting without binding

Help me think the way how to implement the skill casting without binding to player.

For example: npc using skill and damage everybody (players and mobs).

P.S. Packages clif_skill, clif_skilltopos can not work without an id. Such as the caster and ground-timers units.

Sorry my not clear last message, i rewrited it. I hope it is more understandable now. =)
