You must have 2 servers that share the same login server but different character server and different map server

Example:

Highrate's Ports:

Map 6121

Char 5121

Login 6900

Lowrate's Ports:

Map 6122

Char 5122

Login 6900

It's also possible to use 2 different login servers, as long as there are connection entries in the clientinfo.xml for both servers. But still, I'd prefer using a single login server.

Yes, but that would cause him to have 2 different control panels which could put strain on his server

do i need to make another confbattleclient.conf to change the other server? confuse.... hihi

You don't have to create it. It's already there. Basically you have to download and configure two separate servers...
