Map Flag emulator 2021 not work

HELLO, I have a problem on my rAthena 2021 emulator.

I want to make users unable to go to a map, so in mapflag / nowarp.txt and mapflag / nowarpto.txt add these maps, but users keep going to map, I want to restrict those maps that I add but it doesn't work.

Make sure to restart the server and check errors on the console

and make sure you are using normal character and not gm character.

I put it to the test with user account, because the server is online and users go to warp

1. use @mapinfo command to check and ensure mapflags are correctly added to your maps.
2. make sure the warp everywhere permission aren't given to the normal player group.
