Edit Default Hitrate/Flee

Hello,
I'm new here.
I used to play this game back in 2009. Been in hiatus for 10+ years.
I've downloaded Ragnarok from https://herc.ws/board/topic/16607-ragnarok-offline-newbie-pack-2021-make-your-ro-server-in-less-then-5-minutes/
And I'm using rathena_re.
This one is bugging me.
No equip, but both Hitrate and Flee are high. Is this normal?
How to edit this?

Is this from rathena_re or herc_re?
My hitrate and flee were useless.
They're just numbers.
