Skill will Fail when not wearing shield

it states here paladin buffs should fail when not wearing a shield as of my understanding

but i can still use them without wearing a shield how to require to have or wearing a shield to use these skills

just try right now i comment it out and i can still use the skill without shield

Make sure you're using a normal account and not a GM account. GMs can bypass all skill requirements.
