monster_hp_rate effect only mob with lv100+

Find this line on mob.cpp

	if (entry.mexp > 0) { //Mvp
		if (battle_config.mvp_hp_rate != 100)
			maxhp = maxhp * (double)battle_config.mvp_hp_rate / 100.;
	} else //Normal mob
		if (battle_config.monster_hp_rate != 100)
			maxhp = maxhp * (double)battle_config.monster_hp_rate / 100.;

Then change it into this

	if (entry.mexp > 0) { //Mvp
		if (battle_config.mvp_hp_rate != 100)
			maxhp = maxhp * (double)battle_config.mvp_hp_rate / 100.;
	} else //Normal mob
		if (battle_config.monster_hp_rate != 100 && entry.lv >= 100)
			maxhp = maxhp * (double)battle_config.monster_hp_rate / 100.;

Removed the entry.lv from mvp_hp_rate since you only requested monster_hp_rate
