how to modify a skill?

When you use Snatch, you teleport with monster to a random place, but, if you kill monster in process then only your character teleport. In the video instead teleport to a random place the Snatch skill when kill a mob, teleport player to another same mob in map. I think he want know how can modify Snatch to do it.

I want to use the skill once ... hit the monster and teleport me to another monster of the same race
 

When I kill the monster using this skill, I want to be teleported to the side of the other monster of the same race.
