rAthena totally support IMPORT folders/files?

I see some directory have import folder and others dont have, do I need to create import folder and make a txt file that consists of my configuration? So that if I update my emulator it wont affected the other files that I config (the one without import folders).

And what is this IMPORT-TMPL for?

db and conf is the only that has import folder.
Import-tmpl is import template when you compile your server the exact copy of the template will be the import folder ( if doesn't exist)
