You need the Universal Windows Platform Development and Desktop Development with C++.

You'll also need to rebase the solution for Windows 10. Once you have installed Visual Studio Community and the additional packages for C++ development, you'll open your rAthena.sln on Visual Studio and right clicking it on your Solution Manager, you'll choose "Rebase Solution". A new window will show up, just hit ok and you're good to go.
