Drop-Rates not equal

Question

So i defined in conf/battle/drops.conf top drop card by 10000.

I did not set any algorithm or luck-boost - but suddenly this happened (see attached img).

in mobinfo anacondaq droprate is 0,5% - what did i set wrong?
