Rebellion Skill Fallen Angel

Hello, everyone.
Fallen Angel  Cannot be upgraded to Level 5 and use Level 1 will not start Desperado.
How can i fix this
(2017-05-17aRagexeRE & 2018-02-13aRagexeRE)
Sorry I use GOOGLE translation my English is not good.
