Why doesn't the current rAthena located on github have Packet_db?

So I'm trying to set-up an RO server for the first time and the tutorials I'm finding all make references to this packet_db when I'm trying to create the client. However, when I try to find this file, I can't. Is this file no longer necessary to rAthena? Or is it simply missing from the git?
