As far as I remember, if @gvgon is enabled whilst @pvpon too, then players with the same guild cannot attack on each other since @gvgon has been prioritized, try turning @gvgon to @gvgoff and try again. On event npc using pvpon but guildmembers cannot damage together. Upd.
