How do I even download Ragexe and xDiff from these sites? [HERE] - Ragexe / [HERE] - xDiff.
Everytime I click the linked phrase, it'll go back to where I came from, again and again. 

And can someone please site a better guide on creating an offline ragnarok server? (Please, don't site the rAthena Wiki.)

Right Click. Choose "Copy link address" then paste your link in IDM. enjoy!!
