Thor patcher downloads but doesn't apply patch

my thor patcher is downloading the patches but the patches were never applied. im trying patch clientinfo.xml, anyone can give me solution?

Thor patcher 2.6.4.13, 2.6.4.13b, 2.6.4.0

Use GRF Editor to create your patches.
If the problem persists, then, we can see if it's the Thor Patcher's version.

It can do both.
On GRF Editor, when editing a .thor, at right "Container Options" > Patching Mode > Merge into GRF > write down the GRFs name.

Thanks for reply, but GRF Editor make patch files to folder right? not to grf?
