If you really want VS2015, no.

You can fall back to VC++ 2010 Express, though.

I'm not sure if VS2013 supports Win7.

But hey, update your OS. The thing is outdated!

Visual Studio 2015 requires Windows 7 with Service Pack 1 update or later.

Make sure you have that update installed.
