You need to create your own script for 16.2. (like when you want to create a npc) you need to do it from scratch or buy it from people that had already code it. Rathena doesn't support 16.2. The last episode that they added was 16.1 and Rock Ridge. If you see that other private server have it is because they bought it or script it themselfs, if you want it you need to do it yourself or buy it.
