Admin account in the ro server? I think you dont need to go to wamp server to make an admin account just go to mysql and look for the login table.

i am using wamp server and i dont have mysql,

goto phpmyadmin then login in after you login go to login table and search for your account edit the level of your account edit into 99 then save and reconnect
