I have already tried to do so
bindatcmd "go2", strnpcinfo (3) + ":: Ongo2", 0,0;
and I also tried to change the last parameters
bindatcmd "go2", strnpcinfo (3) + ":: Ongo2", 1,1;
but when I try to use it also with the gm the command works for him too ......

If you are starting the client on the same PC where the server is started in the clientinfo you have to put the IP of the PC (LAN / LOCAL IP / 192.168.1.x) and not that of the router (Public IP) ...
The public ip is only for those who want to connect outside your home network
